Regulations on application of special prices plane

1. Purpose and Scope of Application.

Regulations on application of special rates for aircraft ground handling and basing at Boryspil International Airport State Enterprise [hereinafter referred to as the Regulations] is a document establishing the procedure for application of special rates for aircraft ground handling and basing, their validity periods and application criteria.

The basis for analyzing a possibility to apply the special rates for an aircraft ground-handling and basing is a client’s letter with the General Director’s resolution, outcome of negotiations with airlines representatives and the General Director’s instruction.

These Regulations are worked out to provide the airlines with strong incentives to business partnership with Boryspil International Airport State Enterprise. These Regulations are posted on the web-site www.kbp.aero. for all clients’ information.

In the event a Carrier fails to fulfil its obligations on settlement of invoices for aircraft ground handling/aircraft basing within the terms stipulated by the agreement, special rates specified by these Regulations may not be applied to the Carrier by the General Director decision.

2. Definitions and Abbreviations

Definitions and abbreviations have the following meaning in the Regulations:

AC – aircraft;

MTOW – maximum take-off weight;

Carrier – an individual or a legal entity that operates an aircraft;

New regular flight – a Carrier’s passenger or freight regular flight which has not been operated from/to Boryspil International Airport State Enterprise before;

New entrant – an airline not operating flights from/to Boryspil International Airport State Enterprise for the previous calendar year.

Calendar month – a period of time starting from the first up to the last day of a month.

3. General Provisions

3.1 The rates for ground handling shall be stipulated by the agreement with a Carrier according to the Charges for aircraft ground handling approved by the General Director.

3.2 The rates for AC basing shall be stipulated by the agreement with a Carrier according to the Charge for AC basing at Boryspil International Airport apron parking stands approved by the General Director.

3.3 The special rates for ground handling, cargo and mail handling and aircraft basing shall be stipulated by the amendment/the ground handling agreement with a Carrier according to these Regulations and General Director’s decision.

4 Aircraft Ground Handling Special Rates Criteria

For encouraging airlines to cooperate with Boryspil International Airport State Enterprise, the special rates for aircraft ground handling may be applied in compliance with the decision of the General Director.

4.1 Aircraft Ground Handling Special Rates Criteria:

On a permanent basis*

* – Within the period of time when a Carrier operates not less than 7 regular international flights per a week.

If an airline qualified according to more than one criterion, Boryspil International Airport State Enterprise may apply special rates for aircraft ground handling by the decision of the General Director, no less than 80 % of the Charges set for aircraft ground handling. In the event if the commencement of a new regular international flight on an AC with MTOW exceeds 100 tons, special rates for aircraft ground handling may be applied by the decision of the General Director amounting in no less than 70 % of the Charges set for aircraft ground handling. In this case, the validity period shall reach 3 years.

4.2 Special rates for ground handling of aircrafts operating flights with one-way loading

When a Carrier operates passenger flights [apart from business aviation flights] under the principle EMPTY TO /LOADED FROM or LOADED TO /EMPTY FROM, special rates for ground handling may be applied at the amount of 70 % of the charges fixed for ground handling.

5 Cargo and Mail Handling Special Rates Criteria

In order to encourage the development of the cargo transportation market at the Airport, special rates for Cargo and Mail handling may be applied at the amount depending on the cargo and mail traffic volumes to/from via the Airport within the previous year:

6. Aircraft Basing Special Rates Criteria

6.1 The special rate for AC basing is to be applied in the event of actual absence of AC at its home-base Boryspil International Airport for more than one calendar month, without losing the right/the place for basing at the designated apron parking stands.

In this case, the amount of special rate for AC basing shall be stipulated by the General Director’s decision; however this rate shall be no less than 25 % of the Charge set for of AC basing at Boryspil International Airport apron parking stands.

The special rates for AC basing shall be stimulated by amendment to the ground handling agreement with a Carrier for every full calendar month.

6.2 In the event if 6 [or more] Carrier’s aircrafts are home-based at the Airport, the special rates for aircraft parking shall be applied. The amount of special rate shall be stipulated by the decision of the General Director and shall be no less than 85 % of the charge set for home-based parking. Special prices for aircraft home-based parking shall be set in the Additional Agreement / Ground Handling Agreement concluded with the Carrier.
