About ICAO AVSEC Training Centre plane

The ICAO Aviation Security Training Centre of Boryspil International Airport State Enterprise provides training, retraining and advanced training of aviation security personnel according to the national training programs and according to ICAO international programs approved by the State Aviation Administration of Ukraine, including distance learning and on-site courses and workshops.

Lectures and practical studies are conducted by certified and experienced instructors. The method of teaching the material meets international standards and provides for the possibility of sharing experience between the course participants.

The Aviation Safety Training Centre of Boryspil International Airport State Enterprise became the first aviation safety personnel training centre in Ukraine certified by the State Aviation Administration, and one of the world’s aviation security training centres recognized by the ICAO (International Civil Aviation Organization) for training in the field of aviation security.

History of the Training Centre

The history of the ICAO Aviation Safety Training Centre is closely related to the history of the development of Boryspil International Airport State Enterprise, which began to transform from a small military airfield in 1959 into a modern international airport with a developed infrastructure, and today is the main air gateway of the country.

Boryspil Airport was the first in Ukraine to take a step towards understanding the issues of ensuring aviation security, and the Training Centre for training personnel on aviation security played a significant role in this.

Thus, in 1996, a Training Centre for training personnel on aviation security was established within the structure of the aviation security service of Boryspil International Airport.

First, by the order of the General Director of Boryspil International Airport dated October 15, 1996, permanent training and retraining courses for aviation security specialists were opened. And already in December 1996, the training of the personnel of the Aviation Security Service of the airport was started.

From February to March 1997, the State Aviation Administration of Ukraine conducted certification of training courses.

In March 1997, the first training course for aviation security specialists was held for aviation enterprises of Ukraine.

In November 1997, the head of the program implementation and assistance section of the ICAO, Mr. Lou D., visited the Training Centre. The purpose of his visit was to assess the Training Centre’s compliance with international standards for training personnel in the field of aviation security. This assessment was successfully completed by the Training Centre.

On March 26, 1998, the training centre was inaugurated as a regional ICAO Aviation Security Training Centre of Boryspil International Airport State Enterprise with the participation of the President of the ICAO Council Dr. Kotaite Assad.

Nowadays, the Training Centre has extensive experience in conducting national and ICAO courses, as well as organizing international events in aviation security.

Thus, in 2003, training of international aviation security auditors was conducted on the basis of the Training Centre.

In 2004, the fourth meeting of the directors of ICAO Aviation Security Training Centres was held. In the same year, an international seminar on meeting the requirements of the National Aviation Security Program was held on the basis of Boryspil International Airport State Enterprise under the authority of the headquarters of ICAO, ECAC (European Civil Aviation Conference) and the State Aviation Administration.

In 2008, an international seminar-workshop on issues of ensuring security control measures was held on the basis of the ICAO Aviation Security Training Centre with the support of ECAC. Similar seminars were subsequently held on the basis of the ICAO AS TC.

In the period from 2007 to 2021, the training pool of the Training Centre developed a number of national training programs on aviation security, which meet national and international requirements and are constantly updated.

In the ICAO Training Centre, in addition to representatives of Ukraine, representatives of Azerbaijan, Bulgaria, United Kingdom, Armenia, Georgia, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Estonia, Malta, Moldova, Poland, Tajikistan underwent training and took part in aviation security events.

From 1997 to 2023, more than 55,000 attendees were trained at the Training Centre.

For the first time in the history of its existence, in connection with the full-scale invasion of the Russian Federation in Ukraine on February 24, 2022, the Training Centre suspended its functioning, but three months later it began to work again.
