Airport charges for aircraft and passenger servicing at State Enterprise Boryspil International Airport plane

1. Charge for landing/take-off of aircraft (hereinafter – AC)

1.1. Charge for AC landing/take-off is set per each ton of AC Maximum Take-off Weight (hereinafter – MTOW) indicated in the Airworthiness Certificate depending on a kind of air route and reimburses the expenses of the airport operator (aerodrome) for the use, maintenance and development of objects and special facilities intended to provide landing-take-off of the AC, in particular the runway, taxiways with adjacent ground part, drainage system, lighting system, equipment for communication between the ground station and the AC, as well as on ornithological, radio engineering provision for AC flights, and a range of emergency, rescue and fire safety measures, emergency medical assistance and normative AC parking.

Charge for AC landing/ take-off, which is collected by the airport from user, is:

Total amount of the Carrier’s flights departed from and arrived to the airport per month, units

If landing and/or take-off is performed in a night time the charge is increased by 24 percent.The charge amount is defined taking into account a night time.

The night time is set within the following limits (local time):

  • from the 1st of April till the 30th of September – from 20.00 to 06.00 inclusively;
  • from the 1st of October till the 31st of March – from 18.00 to 08.00 inclusively.

When performing training, test, trial, technical flights, that are performed according to acting statutory acts which regulate flight operation, every approach to landing is accounted with the coefficient of 0.2 to the day time landing/take-off charge, but if at this the lighting system is on then every approach is accounted with the coefficient of 0.5 to the day time landing/take-off charge even if the aircraft does not touch the runway surface (RW).

If AC landing/take-off is effected in the airport in accordance with a designation for scheduled or charter air line, landing is on international flight and departure is on internal one, or vice versa (with an appropriate change of the flight number), then landing/take-off charge is defined in the amount of 50 per cent to the amount of charges according to kinds of air routes.

The coefficient of 0.5 is applied to the landing/take-off charge:

  • when performing AC technical landing without a change of commercial load;
  • when performing AC landing due to meteorological conditions;
  • when returning AC to the airport of departure during 40 minutes after take-off due to an aviation incident;
  • if the man-made RW is not used for landing and take-off of AC with maximum approved take-off weight up to 6 tons inclusively.

Flights under letter “A” are free from payment of charge for landing/ take-off  of aircraft, as well as flights aimed to test aviation techniques, training, trial and span flights for ensuring performance of flights under letter “A” .

 

2. Charge for passenger service in the airport terminal

2.1. Charge for passenger servicing in the airport terminal is set per one departed passenger depending on a kind of air route and reimburses the expenses of the airport operator (aerodrome) for the use, maintenance and development of the passenger terminal for the servicing of passengers during departure/arrival /transfer (except for commercial areas to be leased, halls and areas of high comfort) and persons who meet and escort passengers, as well as equipment for the provision of passenger and baggage services at the terminal (except for airbridges), as well as the creation of conditions for customs and passport control, provision of proper access to services for passengers with restricted abilities or persons with disabilities, the use of airport ground vehicles, relating to access to the passenger terminal building (buses and/or other kinds of transport for passenger transfer between airport terminals).

2.2. Charge for passenger servicing in the airport terminal for publication in booking systems and for user is:

  • for international flights – 13.00 USD per each departed passenger –.

2.3. Charge for passenger servicing in the airport terminal for publication in booking systems and for user for transfer passengers arriving and departing by international flights for international flights is 8.50 USD per each departed transfer passenger -.

The following passengers are free from payment of charge for passenger service in the airport terminal:

  • passengers of flights that are performed exclusively for carriage of royal persons, heads of states and governments;
  • persons released from charging for transportation by air transport according to the legislation of Ukraine;
  • assengers of humanitarian flights, the status of which is defined by an appropriate Commission on Humanitarian Aid of Ukrainian Cabinet of Ministers;
  • transit passengers;
  • passengers with service tickets;
  • infants (up to 2 years old);
  • passengers of search and rescue flights, ambulance flights, which are performed on the instructions of competent bodies.

3. Aviation security charge

3.1. Aviation security charge for passenger AC is fixed per each departed passenger depending on a kind of air route and reimburses the airport operator (aerodrome) expenses related to a range of preventive security measures aimed for provision of protection against acts of unlawful interference (except for measures for implemention of additional security level provided at the additional request of the user of the airport (aerodrome)) applicable on a regular basis and provided with the involvement of the human and material resources of the airport, excluding the expenses for security, belonging to non-aeronautical activities.

Aviation security charge for passenger AC for international routes is 4.00 USD per each departed passenger

The following persons are free from payment of the charge:

  • passengers of flights that are performed exclusively for carriage of royal persons, heads of states and governments;
  • persons released from charging for transportation by air transport according to the legislation of Ukraine;
  • passengers of humanitarian flights, the status of which is defined by an appropriate Commission on Humanitarian Aid of Ukrainian Cabinet of Ministers;
  • transit passengers;
  • passengers with service tickets;
  • infants (up to 2 years old);
  • passengers of search and rescue flights, ambulance flights, which are performed on the instructions of competent bodies.

3.2. Aviation Security Charge for freight AC is fixed per each ton of MTOW of departed AC depending on a kind of air route.

Aviation Security Charge for freight AC for international routes is – 3.80 USD per 1 ton of AC MTOW.

The coefficient of 0.5 is applied to Aviation security charge for cargo AC in the absence of a commercial load of the flight on arrival and departure.

4. Extra-parking charge

4.1.  Extra-parking charge is fixed per each hour of extra-parking and per each ton of AC MTOW regardless of a kind of air route (the time of extra-parking is defined in hours rounded up to the first decimal digit) and amounts to:

  • 0.41 USD per each hour of extra-parking and per each ton of AC MTOW.

The charge for AC extra-parking reimburses the expenses of the airport operator (aerodrome) within the controlled area, related to the use, maintenance and development of the aerodrome for AC parking over the normative time, lighting and fire service during this time.

Normative (free of charge) parking time of passenger AC is 3 (three) hours.

Normative (free of charge) parking time of cargo AC is defined according to MTOW, namely:

The coefficient of 0.5 is applied to Extra-parking charge in case of a flight delay due to meteorological conditions.

Extra-parking charge is not collected if a flight delay was caused by the airport’s personnel fault; for the parking of AC, in relation to which the respective agreement for storage or accommodation (basing) for a specified period is concluded with the airport operator (aerodrome).

Airport charges for AC and passenger service are set without Value Added Tax (VAT).

The payment of the airport charges is made in accordance with the Ukrainian Law.
