Who needs to undergo PCR testing for COVID-19?

According to the Government resolution there is a category of persons, who are subject to self-isolation – persons, who cross the state border and come from the state or are citizens of states with a high prevalence of COVID-19 (exceptions are certain categories of citizens). Such travelers are obliged to install and activate the mobile application Act at Home, and in case of impossibility to use it – to leave for observation.

Self-isolation or observation of a person due to the state border crossing is terminated in case of a negative PCR test for COVID-19, which was performed after crossing of the state border or no later than 48 hours before crossing.

At the same time, please note that the rule of a person’s self-isolation termination does not apply to the procedure for crossing the state border. That is, when crossing the border, the installation and activation of the mobile application Act at Home is mandatory, and it is possible to use the results of PCR test, including no later than 48 hours before crossing the border, for the purpose of self-isolation termination,  already after crossing the border.

According to the Government Resolution on the establishment of the quarantine rules for the period from 1 to 31 August 2020.

The Resolution of the Cabinet of Ministers of Ukraine No. 641 “On the introduction of the quarantine and implementation of enhanced anti-epidemic measures in the area with a significant spread of acute respiratory disease COVID-19, caused by coronavirus SARS-CoV-2”, introduced a number of rules that will be applied from 1 to 31 August 2020.

∙ A category of persons, who are mandatory subject to self-isolation, is defined as persons, who come from the state or are citizens of states with a high prevalence of COVID-19. Such travelers are obliged to install and activate the mobile application Act at Home, and in case of impossibility to use it – leave for observation.

∙ Self-isolation, observation of a person, who came from the state or is a citizen of the state with a significant spread of COVID-19, is terminated if he/she receives a negative PCR test for COVID-19, which was performed after crossing the state border or no later than 48 hours before crossing.

∙ A list of persons, who are not subject to mandatory self-isolation, has been identified. In particular, they are children under 12 years of age, citizens of countries with a significant prevalence of COVID-19, who have not visited such countries for the last 14 days, or are in transit throughout Ukraine and have documents, confirming travel abroad during two days.

∙ Self-isolation is not required for employees of diplomatic missions and consular posts of foreign states, official international missions, organizations accredited in Ukraine and members of their families, drivers and crew members of trucks, regular buses, air, sea and river vessels crew members, members of train and locomotive crews, instructors of the armed forces of NATO member states.
