Boryspil Airport launches strategic negotiations with the London insurance market on restoring air travel after the war

London, August 9, 2025 – State Enterprise Boryspil International Airport, together with other Ukrainian aviation enterprises and under the coordination of the Ministry for Development of Communities and Territories of Ukraine and the State Aviation Administration, held negotiations in London with representatives of European aviation insurance broker Willis Towers Watson (WTW) and leading international reinsurers, experts. The talks focused on creating a sustainable aviation insurance framework for Ukraine.
The goal of the negotiations is to design a mechanism that will allow Ukraine’s skies to reopen for commercial flights in safe and controlled conditions once the war ends. Insurance and reinsurance of aviation operations is the cornerstone without which the resumption of air connectivity is impossible.
“Boryspil has always been, and remains, Ukraine’s main gateway to the world. The restart of regular air services depends on international confidence — and the foundation of that confidence is insurance. London, as the global hub of the insurance market, is the right place to launch this process,” said Oleksiy Dubrevskyy, CEO of Boryspil International Airport.

Background
Before the full-scale invasion, Boryspil International Airport handled 65% of Ukraine’s passenger traffic and 85% of its air cargo. The airport has been classified as a critical infrastructure facility of national importance.
