At the invitation of the Ukrainian Network of Integrity and Compliance (UNIC), the Anti-Corruption, Compliance and Financial Control (ACC&FC) experts attended a public presentation of the Integrity and Anti-Corruption Review of Ukraine given by the Organisation for Economic Cooperation and Development (OECD) in cooperation with the National Agency for the Prevention of Corruption (NAPC). The event became an important milestone for experts in public governance, corporate compliance and anti-corruption policy. The OECD Review covered two key areas, and namely public integrity and business integrity, and became the first large-scale independent analysis with systematic assessment the current state of anti-corruption policies, institutions and practices in Ukraine.
The presentation and discussion covered as follows: Improving control, audit and whistleblower protection; strengthening anti-corruption compliance in state-owned enterprises and the private sector; recommendations for the development of corporate responsibility, prevention of bribery and the formation of sustainable business ethics.
One of the key messages of the Review is a call to move from formalistic compliance to real behavioural change, including the introduction of systematic evaluation of anti-corruption measures, the involvement of local authorities and the expansion of legal guarantees for whistleblowers. The participation of the ACC&FC in such events promotes systematic updating of approaches to integrity, participation in the development of national standards and, at the same time, integration of international experience into the management practices of state-owned enterprises.
