Boryspil International Airport Launches Work on a New Anti-Corruption Program: First Preparatory Meeting on Corruption Risk Assessment

On March 27, 2025, the State Enterprise “Boryspil International Airport” held its first preparatory meeting as part of the development of a new Anti-Corruption Program, with a particular focus on the assessment of corruption risks.

This year, the preparation of the Anti-Corruption Program is being conducted using a completely new approach — incorporating best practices in risk assessment, aligning with international compliance standards, and emphasizing the real effectiveness of the planned measures. The enterprise is forming a working group, carrying out a comprehensive corruption risk assessment, and drafting an updated Anti-Corruption Program.

The meeting was attended by the CEO of SE “Boryspil International Airport” Oleksii Dubrevskyi, the division directors, and representatives of key functional units. During the meeting, the results of an anonymous survey of both internal staff and external stakeholders regarding their perception of corruption risks were presented.

CEO Oleksii Dubrevskyi emphasized:

“Boryspil Airport must be not only an aviation leader but also a model of integrity for state-owned enterprises. We are firmly committed to the principle of zero tolerance for corruption. For us, the Anti-Corruption Program is not a formality but a real instrument of change that must serve to build trust among employees, passengers, partners, and the state. That is why this year, we are approaching its development in a fundamentally different way — systematically, professionally, and transparently.”

He also highlighted that one of the key priorities of this work is strengthening trust in the airport from major stakeholders, as well as ensuring a safe and secure working environment for employees, free from any manifestations of corruption, bribery, or undue influence. In this context, regular surveys of internal and external stakeholders are foreseen — to “keep a finger on the pulse,” respond to early signals in a timely manner, and foster sustained communication between management and interested parties.
The working group will continue its efforts toward an in-depth risk analysis within the enterprise’s operations, with the objective of embedding effective anti-corruption and prevention mechanisms in the updated Anti-Corruption Program.
