Boryspil International Airport is recommended by CIPS experts for the Primary Award certificate

Boryspil International Airport has received a recommendation from CIPS experts for the Primary Award under the results of successful certification of its procurement system in accordance with the standards and procedures of the British Institute of Procurement and Supply (CIPS).

During the period of June to October 2023, experts evaluated documents provided by the airport regarding compliance with procurement standards and procedures, efficiency of the procurement system, risk management and contract execution, as well as level of development analysis of the enterprice’s procurement system. In their conclusion, CIPS experts emphasized that Boryspil International Airport was recommended for the Primary Award. The evaluators’ conclusions, along with supporting documents, were submitted to the Institute for consideration. The next step will be an appointment of an independent assessor of the airport’s procurement system for compliance with the international procurement standard.

Oleksiy Dubrevskyy, CEO, Boryspil Airport, stated: “We have taken an important step towards creating the most transparent and efficient procurement system that fully meets international standards. CIPS evaluators marked our proactive position and our desire to undergo certification. We are ready for a new productive dialogue with partners – donating organizations, international financial institutions – regarding assistance in reconstruction and resumption of flights in order to begin supporting the economy of Ukraine as soon as possible.”

When evaluating the procurement system, CIPS experts noted numerous improvements aimed at increasing ethical standards that contribute to successful certification. Among them are the updated Code of Ethics and Business Conduct of the airport, development of updated procurement strategies and policies, implementation of anti-corruption measures and the application of compliance control in the company’s activities. CIPS also emphasized that Boryspil International Airport effectively applies public procurement procedures and has a well-established quality control system at every stage of the procurement process. Another important factors are availability of an electronic document management system and assessment of professional competencies of procurement service employees, as well as a high level of their focus on the client.

The basic level of the Primary Award certificate was developed jointly with the European Bank for Reconstruction and Development (EBRD) specifically to support its clients. The Basic Level Primary Award certification is a benchmark for assessing crucial and fundamental procurement processes, enabling the EBRD to ensure that its customers have reliable systems that meet legal, regulatory and ethical requirements. This certification also provides a basis for verification and regular auditing of processes to protect and prevent fraud, corruption and bribery in the supply chain.
