CEOs of Boryspil International Airport, Eurocontrol, and UkSATSE held a trilateral meeting at Boryspil International Airport

18 February 2025

On 17 February, 2025, Raul Medina Caballero, Director General of the European Organisation for the Safety of Air Navigation (EUROCONTROL), and Andriy Yarmak, CEO of Ukrainian State Air Traffic Services Enterprise (UkSATSE), paid working visits to Boryspil International Airport. As part of the visits, a trilateral meeting was held with representatives of EUROCONTROL, UkSATSE and Boryspil Airport, headed by CEO Oleksiy Dubrevskyy. The main topic of the discussion was the prospects and possibilities of resuming civil aviation flights in the airspace of Ukraine, as well as the readiness of the airport infrastructure to service these flights after the end of the war.Raul Medina Caballero, Director General of EUROCONTROL, highly appreciated efforts of the airport staff aimed at maintaining the airport infrastructure as well as skills, proficiency and competencies of the airport specialists. He enunciated the unweaving support of EUROCONTROL and his own and expressed the hope for further cooperation: ‘EUROCONTROL and its 42 Member States have stood in solidarity with Ukraine since the start of the full-scale invasion.  Since my last visit two years ago, I can see how hard the struggle has been, and the difficulties faced by our partners in Ukraine, but I can also see clearly the determination from those in the aviation sector, including UkSATSE, the Ukranian Civil Aviation Authority and Boryspil airport, to be ready to resume air traffic as soon as this will be possible.  We will continue to stand with our Ukranian colleagues as they work with that objective in mind.’During the meeting, the parties discussed strategic steps to ensure air traffic safety, infrastructure readiness, and support for qualified personnel. Special attention was paid to operating of the aviation industry during the wartime and the challenges faced by the airport.

‘Civil aviation in today’s world can be compared to a symphony orchestra: many players, a lot of preparation work, rehearsals that are usually not visible to anyone, coordination of every step both with each other and with situation on the stage. That is why meetings like the one we had with Raul Caballero, Director General of EUROCONTROL, are extremely important – it is an opportunity to inform our strategic partners about the situation as is and to work out the next steps after the war,’ Oleksiy Dubrevskyy, Boryspil Airport CEO said. For their part, the representatives of Boryspil International Airport and UkSATSE brought into focus their readiness to work in close cooperation with EUROCONTROL, thus, to ensure Ukraine’s return to the international aviation community as soon as possible, immediately after it becomes possible due to security issues. Such cooperation allows for a comprehensive approach to addressing the key challenges facing the Ukrainian aviation sector. The visit of the Director General of EUROCONTROL is an important evidence of international support for the Ukrainian aviation sector by the European aviation institutions.
