ICAO Insider Risk Workshop Held at the ICAO Aviation Security Training Centre of Boryspil International Airport

From 6 to 10 July 2026, the ICAO Insider Risk Workshop was held at the ICAO Aviation Security Training Centre of Boryspil International Airport.

The workshop was delivered by ICAO-certified instructors in accordance with the official training programme of the International Civil Aviation Organization (ICAO), designed to strengthen practical capabilities in identifying, assessing and managing insider risks within the civil aviation system.

The programme is based on ICAO Standards and Recommended Practices (SARPs) and provides intensive practical training in risk-based management methodologies, threat analysis, risk assessment, and the implementation of preventive measures aimed at strengthening aviation security.

Despite the temporary suspension of civil aviation operations in Ukraine, professional training in accordance with ICAO standards continues uninterrupted. This enables Ukraine to preserve the industry’s professional capacity, maintain alignment and interoperability with international aviation standards and practices, and ensure that the aviation system remains prepared for the future restoration of operations.

The workshop brought together representatives of the State Aviation Administration of Ukraine, UkrSatse, Antonov Company, the State Border Guard Service of Ukraine, the Security Service of Ukraine and Boryspil International Airport.

Over the course of five days, participants completed practical exercises, analysed insider threat scenarios, conducted risk assessments, developed mitigation measures and explored practical approaches to strengthening aviation security systems. Particular attention was given to international case studies, the exchange of professional experience among participating organisations, and the development of common approaches to insider risk management.

“Training aviation security professionals in accordance with ICAO standards is an investment not only in aviation security today, but also in the future restoration of civil aviation in Ukraine. Preserving professional expertise, human capital and international interoperability is one of the key prerequisites for ensuring that Ukraine’s aviation system is ready to resume operations as soon as the necessary security conditions allow,” said Oleksiy Dubrevskyy, Director General of Boryspil International Airport.

The workshop was conducted in an atmosphere of constructive cooperation, high professional engagement and open expert dialogue. The active participation of attendees in practical exercises and discussions confirmed both the growing importance of insider risk management and the need for the continuous development of competencies among aviation security professionals.

Such training activities make an important contribution to strengthening the Ukraine’s national aviation security system, enhancing interagency cooperation and promoting a modern risk management culture in line with ICAO international standards.

The ICAO Aviation Security Training Centre at Boryspil International Airport will continue delivering ICAO training programmes for aviation security professionals, contributing to the development of Ukraine’s civil aviation capabilities, supporting the implementation of international standards, and ensuring the industry’s preparedness for the future restoration of flight operations.
