International Civil Aviation Organization (ICAO) held a workshop on aviation security risk management at Boryspil airport

April 4 – 7, 2023, certified instructors of International Civil Aviation Organization (ICAO) conducted a workshop on risk factor management in the context of aviation security provision at the ICAO Aviation Security Training Center at Boryspil International Airport.

International Civil Aviation Organization (ICAO) is one of the specialized UN agencies that interacts with Ukraine in the field of international civil aviation to ensure the safe, efficient and economically sustainable development of the civil aviation sector. ICAO is supported by the governments of 193 193 countries that have signed the Chicago Convention.

The workshop is intended for top level officials in the field of aviation security and experts in risk management related to threats to civil aviation security. It was attended by experts from the State Aviation Service of Ukraine, Ukraerorukh, Antonov State Enterprise, Boryspil and Lviv airports, airlines, the National Police, the Security Service of Ukraine, and the border guard.

“We are living now in new realities of nowadays and have to rebuild a new security architecture of aviation infrastructure that meets high international standards. When the war ends with the victory of Ukraine and millions of Ukrainians, our passengers, will be returning home, we must provide them with aviation security and flight safety at the highest level. It is worth taking care of the recovery of the aviation industry just now,” said Oleksiy Dubrevskyy, General Director of Boryspil International Airport.


The priority of the ICAO Global Plan for Aviation Security is to improve awareness of risks and response to them, and under the conditions of martial law this issue becomes even more urgent. During the workshop, participants scrutinized ICAO instructional materials and conducted risk assessments by identifying threats, consequences and vulnerabilities.

As a reminder, in October 2022, following the assessment and on the grounds of its results, International Civil Aviation Organization (ICAO) officially confirmed the international status of the Boryspil Airport ICAO Training Center for the training and refreshing of personnel in the field of aviation security. The ICAO Training Center of Boryspil Airport is certified by the ICAO Headquarters in Montreal, Canada, and the State Aviation Service of Ukraine to conduct training and refreshing courses of personnel in the field of aviation security for specialists from Ukraine, the Baltic States, Moldova, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan and a number of other countries.

There are 35 certified ICAO training centers around the world, and Kyiv is the only city in the world with two such centers – at Boryspil Airport and National Aviation University.
