Update: Temperature control for passengers arriving from countries where coronavirus infections has been detected

Boryspil International Airport operates on a full-time basis and follows the instructions of the State Aviation Service of Ukraine, Ministry of Health of Ukraine and is guided by valid technological instructions.
As of the morning of March 10, 2020, 114,219 COVID-19 cases were reported in the world, 4 024 lethal, while 64 147 (56.2%) fully recovered. Outside China, 33,295 cases were recorded in 103 countries / territories / regions.
In the European region 15 114 cases of COVID-19 were reported (Italy – 9172, Germany -1139, France – 1412, Spain – 1024, Switzerland – 332, the United Kingdom – 323, the Netherlands – 321, Belgium – 239, Sweden – 248, Norway – 192, Austria – 131, Greece – 73, Iceland – 55, San Marino – 49, Denmark – 90, Israel – 35, Finland – 30, Czech Republic – 36, Ireland – 21, Portugal – 30, Georgia – 15, Croatia – 11, Estonia – 10, Azerbaijan – 9, Slovenia – 23, Romania – 15, Belarus – 6, Poland – 16, Russia – 7, Hungary – 9, Northern Macedonia – 4, Slovakia – 5, Bulgaria – 4, Malta – 3, Bosnia and Herzegovina – 2, Latvia – 6, Serbia – 2, Andorra, Armenia, Lithuania, Luxembourg, Monaco, Moldova, Ukraine – 1 per each), 529 cases were reported lethal.
One laboratory-confirmed case of COVID-19 was registered in Ukraine. In total, the Center for Public Health of Ukraine has received 40 suspected cases of COVID-19. At present 4 samples are still under study.
Due to the worldwide spread of COVID-19, Ukrainian citizens are advised to temporarily refrain from traveling to the countries or particular territories most affected by the virus. In particular, Spain, the northern regions of Italy, France, Vietnam, the Republic of Korea, Japan, and Iran. WHO has published a consolidated package of existing guidance on preparedness and response for countries so that they can slow down and stop COVID-19 transmission and save lives. WHO calls on all countries to prepare for the possible dissemination of COVID-19 by developing emergency response systems; increasing the ability of patients to identify and treat them; providing hospitals with facilities, supplies and necessary staff; development of external medical care.

As of 27.02.2020 temperature control of passengers, arriving at Boryspil International Airport, has been monitored by the officers of the First Aid Centre and the representatives of a Separate Checkpoint “Kyiv” of the State Border Guard Service of Ukraine.
Earlier, the appropriate control was carried out by another sanitary-quarantine unit
of the State Institution “Laboratory Centre for Air Transport”, which reports to the
Ministry of Health of Ukraine.
The decision to intensify temperature control monitoring was made in connection with the expansion of the list of countries where cases of coronavirus infection were detected and a corresponding increase in the number of flights to be monitored.
The Ministry of Health of Ukraine, on the instructions of the President of Ukraine, has decided to take temperature on flights from the People’s Republic of China, South Korea, Japan, Singapore, Hong Kong, Italy, Thailand, the USA, Iran, Malaysia, Australia, Germany, Vietnam, UAE, France, United Kingdom, Canada, Philippines, India, Kuwait, Spain, Oman, Nepal, Cambodia, Sri Lanka, Finland, Sweden, Belgium, Egypt, Israel, Lebanon, Bahrain, Afghanistan and Iraq (the list of the countries may be updated).
Currently, temperature control on various flights is performed by:
– the officers of the sanitary-quarantine unit of the State Institution “Laboratory
Centre for Air Transport”, which reports to the Ministry of Health of Ukraine;
– the representatives of a Separate Checkpoint “Kyiv”; of the State Border Service
of Ukraine and
– the officers of the First Aid Centre of Boryspil International Airport.
What actions does the Airport take when handling the flights arriving from the countries with complicated epidemic situation?
Since the first day, Boryspil Airport monitors the operative information regarding the spread of the coronavirus infection 2019-nCoV and relentlessly follows the directives of the Ministry of Healthcare of Ukraine, State Aviation Administration of Ukraine, as well as operates pursuant to the current procedural instructions. The Airport takes a complex of measures aimed at the exclusion of carrying in and spread of new coronavirus in Ukraine and takes care for the safety of its employees involved into the handling of flights arriving from the countries with the complicated epidemiological situation.
- Boryspil IA SE together with State institution Laboratory center on air transport of the MHC of Ukraine worked over the plan of interaction in case of detecting people who are under suspicion of having an infectious disease.
- The employees receive the actual information regarding the spread of the virus, as well as the symptoms of the disease caused by the 2019-nCoV virus.
- The passengers and visitors of terminals are informed via media resources about the measures taken to decrease the risk of catching coronavirus infection.
- There was imposed the enhanced anti-epidemiological regime of cleaning the airport facilities, arrival areas, passenger ground handling equipment with the disinfectant means (at least four cleanings per hour).
- Additional disinfection of catering wares and interchangeable equipment from international connection flights is provided within the catering facilities.
- Disinfectant dispensers are installed in the Airport terminals.
- Personnel involved in the handling of the relevant flights are instructed on the procedures for detecting a person presenting with an infectious disease on board an aircraft and equipped with respiratory masks, rubber gloves and hand disinfectants.
- Special carpets, treated with a disinfectant solution are installed on the stairs. All passengers step on a special carpet before getting to the airport terminal.
- The airport reserved special aircraft parking spaces. In case of detecting a person with signs of infectious disease on board, an officer-on-duty of the sanitary-quarantine unit subordinated to the Ministry of Health of Ukraine, gives an instruction to tow the aircraft to the designated sanitary parking place.
- Due to the complicated epidemiological situation, the Airport is procuring thermal imaging pyrometers for the evaluation of infrared radiation via the optical systems.
- Boryspil IA SE provides for the distribution of the Information questionnaire regarding the passengers residence and collection of relevant data concerning the suspicion of catching coronavirus.
- In different Ariport areas were located bins for used personal protective equipment: gauze facial masks, rubber gloves etc.
- Vehicles, used for handling the flights arriving from the countries with the complicated epidemiological situation are decontaminated with special disinfectant after operation.
- Airport medical service specialists are prepared to assist the officer-on-duty of the sanitary-quarantine unit in case of detection of people suffering from symptoms of the infection.
- Ambulances are on duty in the security restricted area of the airport.
