On June 8, 2017, Boryspil International Airport identified the winner of open auctions for the purchase of works on the construction of multi-level parking. Following the results of 3 rounds of the tender auction, the “NAS” LLC, a construction company known for the implementation of large infrastructure projects of the Southwest Railroad, was granted the advantage.

Three construction companies, including LLC “IBC” TSENTROBUD “and” Altis-KONSTRUKSHN “LLC, were admitted to the procedure, which was held on the principle of” European auction “. At the starting cost of the subject of purchase at UAH 440.5 million and the auction step of UAH 100 thousand, the winning company provided the lowest price offer in the amount of UAH 439 million.

LLC “NAS” is also the only bidder, who proposed the optimal timing of the work. The winner has undertaken to carry out construction within 12 months from the date of signing the Agreement in contrast to the 17 months proposed by other participants. This moment was one of the decisive ones, considering the importance of reducing the time of construction and putting parking in operation in the shortest possible time.

Determining the winner of the bidding can increase the parking area of the airport “Borispol” for 2000 cars. By June 2018, the first phase of construction for 1000 seats is foreseen.

The completion of the 2nd queue of the parking complex provides for a period until the end of 2018 and will take up to half its time. Under the contract, Boryspil Airport provided the necessary tools to ensure the financial capacity of the building. The new general contractor must provide a bank guarantee for performance of obligations under the contract at a rate of 5% of the contract price and a bank guarantee for the return of the advance payment of the state enterprise.

These conditions are provided to prevent a situation that has arisen with the previous contractor for the construction of parking. In August 2015, Boryspil Airport arbitrarily terminated the contract with OJSC Construction Administration No. 813 due to poor performance of construction works. The state enterprise was able to sue the general contractor for a debt and a penalty for the total amount of almost 95 million UAH.
